Job Ad & Profile Description

Position : Revenue Administration Advisor - Monrovia

Project Background:

The Revenue Generation for Governance and Growth (RG3) project will build the capacity of targeted Government of Liberia (GOL) institutions, particularly the Ministry of Finance and Development Planning (MFDP) and the Liberia Revenue Authority (LRA), to improve domestic revenue mobilization in Liberia. RG3 will support MFDP to develop the capacity to formulate sound, predictable, and fair revenue policies. It will also support the LRA to enhance its ability to effectively, efficiently, and transparently implement those policies and carry out its revenue collection mandate. Lastly, it will work with the GOL, private sector, and civil society to strengthen consultation, education, and engagement on taxes and their benefits with an aim to building tax morale, increasing voluntary compliance, and fostering greater trust between taxpayers and the government.


The RAA will lead RG3 activities under Objective 2 (“Support the LRA to Improve the Efficiency, Integrity, and Transparency of Revenue Administration”), coordinating closely with the Performance Improvement Advisor and Performance Improvement Team.

Responsibilities and Key Tasks may include:

  • Lead the RG3 team’s efforts to meet the Workplan milestones under Objective 2 (“Support the LRA to improve the Efficiency, Integrity, and Transparency of Revenue Administration”)
  • Lead the mapping and definition of LRA process, identifying critical failures and inefficiencies
  • Contribute to efforts to build LRA capacity to identify, respond to, and enhance tax, customs, and other revenue administration
  • Support the LRA’s Taxpayer Registration and e-registration drive
  • Build data analytics, including compliance and risk management, revenue analysis and forecasting and other relevant experience
  • Promote LRA’s e-filing and mobile tax payments interventions
  • Support Taxpayer Services and Taxpayer Advocate functions at LRA
  • Other tasks as directed by the RG3 Chief of Party

Required profile for job ad : Revenue Administration Advisor - Monrovia
  • A minimum of ten years international professional experience in a relevant field such as tax administration, tax policy, ICT-assisted revenue collection, taxpayer services, or tax audit.
  • A minimum of an undergraduate degree in a relevant field, such as economics, accounting, public administration, law, or other relevant field.
  • Direct experience with tax reform in developing countries, including experience working with revenue authorities or similar institutions that jointly undertake tax and customs operations, is highly desirable, as is background and/or exposure to legal and regulatory development and drafting, particularly in the context of revenue administration.
  • Excellent writing skills, effective interpersonal skills, outstanding management skills, resourcefulness, flexibility, and creative problem-solving and ethical management.
  • Strong quantitative analysis skills
  • Tax policy and legal drafting experience is a plus
  • Prior USAID experience preferred.
