Job Description

Today, we are a leading humanitarian and development organization working in more than 40 countries and 26 U.S. cities to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts - first from the devastating civil war and now from the Ebola crisis. The Scaling Up Health Services Project presents an opportunity to bring these two critical elements together by strengthening civil society engagement in the delivery of health services and the rebuilding of health systems in Liberia.

Scope of Work

The IRC has entered into a four-year cooperative agreement with USAID to implement the Scaling Up Community Health Activities project in Liberia. This project will strengthen the Liberian community health system to provide health care services in hard-to-reach areas while supporting sustainable country ownership of community-based health services, through technical assistance and capacity building of Ministry of Health (MOH)/County Health Teams (CHTs). This project will increase the coverage of service providers in underserved districts and improve their capacity to deliver quality health services while strengthening CHTs and communities’ capacity to plan, manage and monitor health services. In addition, the project will work directly with local civil society organizations (CSOs) at the county and community level, providing them with funding opportunities and strengthening their technical and operational capacity to play a key role in service delivery.

This new award is designed to build on the gains achieved under the previous USAID community health grant; “Partnership for Advancing Community-based Services (PACS)”, implemented by the IRC and partners. PACS supported the government to strengthen health systems, improve reproductive maternal and child health, as well as restore public confidence in health facilities and health staff. PACS also provided support to build the government of Liberia’s capacity to control infectious diseases and efforts to rebuild the health system.

Scaling Up Health Services Activity Implementation Overview

This project is USAID’s flagship community health services activity and will be implemented in Bong and Lofa Counties with support to the Community Health Program Unit at the Ministry of Health. The IRC and partners will assist in the decentralization process and ensure that county and community-level systems are equipped to deliver high quality community-based services in line with key MOH strategies. Project staff will work in close collaboration with MOH staff of the relevant units, and county offices in strengthening their capacity to effectively supervise and coordinate community-based health activities.

IRC is seeking a Liberian National to serve in the role of CHC for a 3-year USAID program. The primary purpose of the program is to provide health care service in hard-to-reach areas while transferring ownership to the government by increasing coverage of CHAs in underserved districts, improving their capacity to deliver quality health services as well as strengthening CHTs and communities’ capacity to plan, manage and monitor health services. The CHC will work under the supervision of the DPD to implement and manage community health services and community event-based surveillance (CEBS) interventions under the project. The SCHC will provide leadership to the county team and technical support to the CHT.

Job Responsibilities

  • Provides overall leadership and coordination for implementation at the county level.
  • Serves as coordination point with decentralized One Health nodes at the county level.
  • Support M&E with data collection, review and validation.
  • Provides technical assistance and organizational development support to project team and partners in the county.
  • Facilitate relationship management with CHT and partners
  • Lead the process to compile and submission of field reports from the counties
  • Oversee the planning and execution of county-level data review meetings
  • Provide leadership and oversight on governance/community engagement activities
  • including PDIA, Community Scorecards and other strategic innovations.
  • Responsible for the coordination of training at county and community level in organizing and liaising with Community Health Focal Person to ensure execution in alignment with training objectives.
  • Ensure coherence and coordination with relevant community health activities like CLTS, nutrition, livelihoods, disaster risk reduction, one health, and other integrated services offered at county levels.
  • Liaise with USAID and other relevant partners in the county to ensure synergy between activities.
  • Work under the supervision of the DPD to implement and manage community health services as well as strengthen CHTs and communities to monitor health services components and related capacity strengthening activities.
  • Liaise with county CHT and other health partners in the county to support project activities including the supply chain distribution schedule and the tracking of commodities and advise CHSS accordingly.
  • Collaborate with CHT to plan and organize all training and supervision events for CHSSs, CHAs. and CHVs in the counties.
  • In consultation with the SCCHE and CHT to develop all training documents including budgets, session plans, etc.
  • Coordinate with the M&E and field teams to collect and collate data to generate the monthly, quarterly and annual project reports.
  • Represent the project on relevant working groups and at coordination and stakeholders’ meetings at county level.
  • Support technical leads with the operational research to study referral and counter referral systems and rollout the innovations to improve this process.
  • Support the development and rollout of community score cards with CSOs and community structures.
  • Generate lessons learned and best practices that will inform future investment in community health programming in Liberia.

Required profile for job ad : Community Health Coordinator

Qualifications

  • Bachelor’s Degree from an accredited institution in a health-related field (public health, nursing, health education, nutrition, behavioral health, etc master’s degree a plus).
  • Five to seven years’ experience in community health, and engagement and significant experience coordinating at national, county and districts levels.
  • Demonstrated experience working with CSOs partners, CHTs at the county level
  • Must have experience in providing group training and be knowledgeable of adult learning strategies and familiarity with clients with low literacy.
  • Extensive experience managing community health initiative.
  • Strong knowledge and skills related to public health practices, principles and techniques in Liberia.
  • Demonstrated innovation and success in gender-sensitive programming and implementation.
  • Strong communication skills, both oral and written including experience in developing technical project reports; and inter-personal skills.
  • Ability to work independently and on the team, good skills in problem-solving, multi-tasking, independent judgment, and time management, particularly in a multi-cultural and in stressful environment.
  • Strong communication, both written and oral, including ability to review and provide feedback on sub-grantees reports.
  • Able to respond rapidly to changing environments, yet remain productive, focused.
  • Strong computer literacy skills and experience working with Microsoft Word, Microsoft Excel, and PowerPoint.
