Communications Specialist for USAID Liberia Data, Evaluation, Learning

Overseas Strategic Consulting, Ltd. is seeking an experienced Communications Specialist residing in Liberia for the anticipated USAID Liberia Data, Evaluation, Learning, and Technical Assistance (DELTA) Activity. The objectives of the anticipated DELTA are to assist the USAID Liberia Mission with strategy-, project-, and activity-level performance monitoring, evaluation, and learning including independent field-based monitoring, data quality assessments, data gathering and verification, impact and performance evaluations, assessments, organizational learning, and improving knowledge management across a range of sectors.

The Communications Specialist will provide multi-channel communications support to project and mission staff to publicize project successes and activities. Communications support will consist of development of communications strategies and outreach plans to support activity implementation; development of communications products in accordance with branding and marking plan adapted to various channels including social media, photo stories, press releases, and articles; preparing written content for project reports and other published media; documenting events and field activities; and assisting with implementation of events, conferences, and workshops. The Communications Specialist will support internal communications and facilitate communication between USAID, local stakeholders, implementing partner, government officials, and local media.

Qualifications:

• Bachelor’s or master’s degree in journalism, communications, public relations, or related field.
• 3 to 5 years of progressively responsible experience leading and managing communications for a development project
• Experience with various forms of visual media, branding, writing and editorial and relevant communications software such as Adobe Creative Suite
• Experience working in Liberia
• Resident of Liberia
